Geography filter

Geography is a single filter carrying a list of places, each pinned to its own level:

• level is required on every place: country, state, city or region. There is no name-to-level resolver on the request path, so berlin is a city only because you said so.
• scope is subject (default: whatever you are searching), company, or person. It is what lets a person search constrain the employer's location, or a company search constrain an employee's.
• negate: true excludes a place instead of requiring it.
• places needs at least one entry.
